The Illinois Chapter of the Changing Spaces Campaign is led by Courtney Carlson. Courtney was inspired to start advocating for accessible restrooms with universal changing tables because of her own experiences caring for her child in inadequate restroom facilities while away from home.

Courtney's Story:

We love to travel and my son is 7 years old. It's hard for us to leave the house due to the lack of changing tables in public places. I want to raise awareness about the need for changing tables!

The Illinois chapter plans to spread awareness about the need for universal changing tables to be installed in public restroom facilities so that people with disabilities and medical conditions can be fully accommodated in public places in Illinois.

Sami's Law - Illinois HB 4379

Changing Spaces Leader Courtney Carlson has been working with legislators to introduce and amend Sami's Law - Illinois HB4379 - to include more places where adult changing stations will be required. After lots of hard work and perseverance, the bill was signed into law by Governor JB Pritzker in August 2026! This law is an amendment to the Equitable Restrooms Act. Starting in January 2029, all newly-constructed buildings over 40,000 square feet and servicing 1,500 people or more per day will be required to have an adult changing station. The stations will be equipped with a powered, height-adjustable, adult-size/universal changing table, a sink, and toilet, inside a single-user/family restroom. Signage will also be required so those who need the changing station can find it.
